Solar lights have a solar cell that converts sunlight into electricity, which stored in the built-in rechargable batteries. A photo-cell sensor automatically turns on/off the solar light at dusk/dawn.
You may want to check the following:
Check the on/off switch or take off activation strip if there is any;
Make sure the solar panel exposed to DIRECT sunlight during daytime;
Batteries might be weak or worn out. You can test the light with normal Alkaline batteries in a dark room. DO NOT leave the Alkaline in the lights. Only use same or higher mAh of RECHARGABLE batteris for replacement.
In a cloudy or rainy day, the solar light will have shorter running time as it absorbs less energy from sunlight.
Make sure no other light source shinning directly on the photo cell.
THE LED(Light Emitting Diodes) has long life (typically > 10 years) and can not be replaceable or serviceable as they are mounted directly to the circuit board.

We use AA/AAA type rechargable NiCd(Nickel Cadmium) or NiMh(nickel-metal hydride) batteries, which can be purchased from any home center or electrical store like Home Depot and Radio Shack. The battery should last about 1 to 2 years with proper maintenance.
For solar lights with integrated solar panle, no maintenance is required except for wiping of the solar panel to keep it free of dust, dirt, debris, or snow to allow the batteries to charge properly for optimum performance.
For the separated solar panel, we suggest to install it in a dry place that facing the sun most of the day.
If you want to store your solar lights during winter months, make sure to put the switch in the off position and disconnect the cable btw the separated panel and your lights.
Have the solar panel facing south with direct sun light all day, with about 30 degree against the horizion.
The on/off switch is to control the on/off for the LED. It has nothing to do with the charging system. In another words, if you switch to off position, the solar panel will still charge the battery as long as it receives sun light.
In most case, NO, always have the switch in "ON" position so that it can discharge the battery during night time to extend the life time of rechargable battery. Over charging the battery often shorten the life time of rechargable battery. During winter season, if you like to store the solar lights inside, it is recomemded to have the switch in "OFF" position or put back the plastic activation slip to prevent over battery discharged.

Most of the solar lights use 1.2v NiCD or NiMH rechargaeable batteries. You can replace the batteries as long as they are the same or higher mAh. For example, if you solar lights use 1.2v 900 mAh NiCD rechargeable battery, you can use the same battery or 1.2v 1000 or 1500 mAH NiMH batteris to replace it. If you solar panel uses 1500 mAh NiMH batteries, you can use 1500 or 2000 mAH NiMh batteries to replace them. These rechargeable batteries are available in most of the stores like Wal-mart, Lowes and RadioShack or internet.
If lots of storms and snow in winter, you might want to remove the solar lights and store them. You should set the switch to "OFF" position or take out the batteries and store them separately if no switch available to prevent battery drainage.
